New fines for transporting children without a car seat in Ukraine 2019!
The Verkhovna Rada of Ukraine voted to adopt a very important law "On Amending the Code of Ukraine on Administrative Offenses regarding the Establishment of Responsibility for Violating the Rules for the Transport of Children" (No. 1150).
What are the rules for transporting children established in Ukraine?
SDA of Ukraine for a long time contain the rules governing the rules for the transport of young children in road transport. In particular, this issue is governed by the provisions of paragraph 21.11 of the SDA.
According to the current version of the SDA, transportation is prohibited:
- children shorter than 145 cm or under 12 years old in vehicles equipped with safety belts, without special means to fasten the child with safety belts provided for by the vehicle’s design;
- children under the age of 16 in a truck;
- children's organized groups in the dark.
However, many parents neglect these rules and put their children in ordinary car seats, fastening with a standard seat belt or not even fastening it.
This poses a potential threat to the life and health of young passengers, since even if a child is shorter than 145 cm tall, it does not guarantee protection in the event of an accident. On the contrary, the belt can cause serious injury or suffocation. The consequences of such transportation and ignoring the rules are often very negative, even fatal. After all, the usual seat belts installed in vehicles are designed for adults. No less dangerous is the transportation of children in their arms.
The fact that for parents, despite the traffic rules, installing a child car seat in the car did not become a prerequisite, prompted the authorities to decide on the introduction of penalties for violation.
What is the penalty for transporting a child in a car without a car seat?
Under the new law, the Administrative Code of Ukraine will be amended-Article 121 will now receive another part 10 and 11, which establish administrative responsibility for drivers for violating the rules for transporting children in the form of a fine.
- 510 UAH. (or 13 tax-free minimum incomes of citizens)-the amount of the fine upon the first detection of a violation.
- 850 UAH. (or 50 tax-free minimum incomes of citizens)-the amount of the fine for repeated violation within one year.
Parents remember that it is you who are responsible for the health and safety of their children! Therefore, do not ignore the fact that a modern, reliable, and most importantly correctly installed, child car seat is an indispensable means of passive protection for a child while traveling by car. The use of such chairs protects against injuries and significantly reduces the risk of death of children in the event of an accident.
