Features of vehicle inspection in Ukraine-which items will be required and what to expect from innovations
Recently, the number of accidents on the road has increased. Not so long ago in the capital there was an accident involving a truck crane, which entered 20 passenger cars, scattering them on all sides. The incident was without casualties, but after this incident certain conclusions were made.
The reason for this accident is banal-the driver stopped working brakes. And this is not uncommon, now many cars and special equipment require regular technical inspections for performance. This has led to the need to adopt and introduce some innovations.
Reasons for canceling MOT
In 2012, the mandatory inspection of private-type vehicles was canceled, which led to an increase in TDR and emergency situations on the roads. The reason for this is quite simple-the procedure was carried out incompletely, corruption took its place, which first of all excludes its practical benefit.
- However, already at the beginning of July, the process of undergoing maintenance was partially restored. Now, the obligatory passing of technical inspection is carried out by drivers engaged in international passenger transport. But this is only the beginning, only the first stage.
- From 2022, it is planned to fully restore the procedures for regular maintenance, which will pass all passenger cars. Already this year, from October 8 to November 8, there is a discussion about some amendments that will be made to this bill.
Voting takes place before a specified period and anyone can participate in it.
Highlights
The main of these innovations is the restoration of the procedure of compulsory technical inspection to conduct it on passenger cars. In addition, it is proposed to introduce a certain responsibility towards those who issue this inspection document.
Violation of the procedure or procedure for its conduct will be fined in the amount of 1 700 UAH. Regarding other penalties, the issuance of a certificate of suitability of the vehicle without an audit is penalized in the amount of 4,250 UAH.
With the exception of a driver's license and a technical passport, the driver must have:
1. insurance policy;
2. certificate of suitability of the car.
In addition, article 17 of the law "On road transport" will be required to have another document-a certificate of professional competence of the driver. This paragraph states: “The driver who transports passengers with his vehicle must undergo compulsory initial or next training. As a result, he will receive a certificate confirming his professional competence.
Mandatory equipment
In a vehicle where there are more than 9 seats for passengers and in trucks with a mass of more than 3.5 tons, a tachograph should be provided. It is necessary to control the actions of the driver on the road, namely:
- registers vehicle speed;
- defines the mode of work and rest for the driver;
- means a rest time for passengers.
The presence of this device is necessary, it ensures the safety of the vehicle, the driver and passengers from the occurrence of an emergency on the road.
New penalties
Failure to pass the inspection will be penalized in the new, increased amount-1 700 UAH, instead of the previous 340. It is also possible to add an article about liability for violation by the driver of the rules of driving with commercial vehicles. These include cargo or passenger cars.

Changes regarding technology that is not subject to technical inspection
Provides fundamental changes in the paragraph of the law on vehicles that are not subject to maintenance. Passenger cars were excluded from it, and supplemented with the following types of vehicles:
1. those that move at a speed not exceeding 25 km/h;
2. denoting a certain historical value, and those that are not used on travel roads;
3. which are used in sport competitions and do not move on ordinary roads;
4. carrying circus equipment and rides, moving with a maximum speed of 40 km/h;
5. to which diplomatic immunity applies;
6. engine capacity of which does not exceed 125 cubic meters. see
These also include wheeled tractors that are used on ordinary roads, the maximum speed of which is 40 km/h.
Innovations in the point of transportation of preferential passengers
With the exception of MOT, certain innovations will be made regarding the transportation of certain groups of passengers. Now, in case of refusal to transport passengers belonging to the privileged group of people, the driver will be fined in the amount of 340 to 1 700 UAH, instead of the previous 136 UAH.
Inspection frequency
Ordinary passenger cars should be serviced every 2 years, as well as in the following cases:
- change the owner of the car;
- register or re-register the vehicle;
- vehicle conversion;
- during departure outside the Ukrainian customs-controlled zone.
Truck drivers and taxis will have to undergo maintenance each year, and for buses and specialized vehicles engaged in the transport of unsafe cargo, regardless of the service life, twice a year.
These innovations are not yet valid, and how the public will accept them is unknown. The main thing is that there should be changes, but whether they will cause a decrease in emergency situations on the roads-we'll see. At the moment, all changes and innovations are under consideration and discussion, and the adoption of the bill is rapidly approaching.
